A Powerful Close to a Transformative Journey — Adeyemo Delivers an Impactful Valedictory Message on Behalf of the Nov. 2025 Cohort at ILGS, Accra

ACCRA, Ghana – The Strategic Leadership Course for Nigerian Local Government Chairpersons and Officials concluded with a powerful valedictory address by the Class Coordinator, Hon. Adeyemo Waliat Folasade, PhD, who declared the programme a “transformative learning experience” that has ignited a renewed passion for grassroots governance.

Delivering the collective report on behalf of the delegation at the Institute of Local Government Studies (ILGS), Hon. Adeyemo stated that the three-day programme, organised by the Commonwealth Local Government Forum (CLGF), had “broadened our perspectives, challenged our assumptions, and strengthened our resolve to build more effective, people-centred local government systems back home.”

The training, which featured intensive lectures and a field visit, provided what she described as “deep academic exposure” to critical areas such as Decentralisation & Local Governance by Prof. Nicholas Awortwi, Public Financial Management by Dr Hamdu Abdul Hamid, and Transformational Leadership by Prof. Justice Bawole.

A central highlight was the delegation’s visit to the KOKMA District Assembly, which Hon. Adeyemo noted “turned to lectures and experience sharing.” She detailed key takeaways, including Ghana’s effective planning process, cashless revenue policy, and the innovative use of digital technology for revenue mobilisation.

“This practical experience enriched our understanding beyond classroom theories,” she said, highlighting the “mind-blowing” commitment to environmental sustainability through circular economy initiatives.

In line with the ongoing national reforms to deepen governance at the grassroots, the speech highlighted the significance of the 2024 Supreme Court judgment. This decision is a testament to the commitment of the Nigerian government to ensure effective decentralisation. The delegation affirmed its readiness to leverage this new era of local government autonomy, working in partnership with state governments to deliver more impactful services to the people.”

The report also incorporated feedback from fellow participants, who praised the programme’s relevance and impact. One participant noted, “The course has reshaped my understanding of decentralisation,” while another highlighted the “excellent collaboration” among colleagues. The renowned hospitality of the Ghanaian people was also commended, with a participant stating, “It shows Africans are nice people and we are really getting it right.”

Concluding on a forward-looking note, Hon. Adeyemo expressed the delegation’s renewed commitment: “We return to Nigeria with greater clarity, deeper understanding, and a stronger commitment to strengthen our local government institutions.”

She extended the delegation’s profound gratitude to the CLGF, the National President of ALGON, Hon. Engr. Bello Lawal, the ILGS, all facilitators, and the participants for the success of the transformative programme.
